CASEMIX AUDIT SPECIALIST from UK/Austr :Global Medical Recruiting



Job description:

The Qatar government has recently mandated the use of ICD 10 AM into the State of Qatar and require highly skilled people to help mentor and guide this process as we set about achieving the goals and objectives of the National Health Strategy.
POSITION SUMMARY:
The Casemix Audit Specialist is a new post and as such holds corporate and facility responsibilities, which will support the mission vision and values of the Medical Corporation in preparation for the implementation of ICD10AM, Social Health Insurance and Casemix funding.
The position will be responsible for initiation and implementation of strategies for Casemix and the ongoing delivery of data integrity and data quality improvements to ensure the full financial benefits of Casemix funding are achieved along with identifying the areas for improvement to deliver quality healthcare, patient management, healthcare planning and resource allocation and clinical research capabilities.
Additionally they will apply their technical knowledge to lead and co-ordinate health information related projects and participate in activities or projects that require their expertise.
The post will be integral to assist the Medical Corporation towards international best practice healthcare and health information management. This position description has been benchmarked against congruent positions internationally.


PRINCIPAL DUTIES:
Establish, implement and maintain strategies that will ensure the Hospital meets Casemix reporting deadlines.
Prepare and deliver appropriate information and education sessions for clinicians and other staff in relation to Casemix funding methodology.
Examine and evaluate sources of data and methods of collection and processing for methodological soundness to ensure the integrity and effectiveness of information held and disseminated.
Implement regular and timely audit procedures for data and reporting provided by the clinical areas.
Advise on Costing standards and the accuracy of cost data used in the development of cost weights.
Initiate, design and perform statistical analysis of clinical indicator data, including responding to data and database queries.
Development of Data requirements and definitions, and coding standards and systems used to report patient information used for funding.
Consult and liaise extensively with clinical areas and system managers to clarify business requirements and advise on strategies to support clinical work flows which will optimize Casemix revenue (eg. System enhancements, business rule modifications etc)
Perform data mining to create ad hoc reports, answer miscellaneous queries or advise on improvements to data quality / structuring.
Drive and monitor local compliance to align with data collection requirements.
Provide expert technical and strategic advice on new quality initiatives, national developments and policies for the capture, management, dissemination, manipulation and presentation of data.
Assist in the development and implementation of an annual quality improvement and education plans/schedules for the Clinical Coding Service that includes coding audits, coder competencies, education sessions
Develop and perform coding quality improvement activities suitable to an Activity Based Funding environment including coder targeted audits, Diagnosis Related Group targeted audits, service wide coding audits, Performance Indicators for Coding Quality review.
Promote and foster clinical liaison partnerships to improve documentation standards that support clinical coding quality and accurate Diagnosis Related Groups assignment for Activity Based Funding.
Participate in presentations, meetings or conferences relating to Casemix.
Undertake and co-ordinate projects for data and health information management ensuring all phases are documented appropriately and sound project management methodology is used.
Identify interdependencies for all projects and facilities communication among task groups.
Realistically assesses the project needs and is systematic, goal oriented and tenacious in tracking and monitoring project outcomes, remaining adaptable to changes.
Review and assess policy, procedure and standards to ensure compliance with corporate, facility and JCI requirements.
Collaborate with HIS Department to ensure data reporting and related projects are delivered appropriately.
Effectively problem solve by gathering and analysing appropriate information and influencing others to reach a satisfactory solution within designated timeframes.

EDUCATION:
Minimum: Degree in Health Information, Health or Information related discipline or minimum 10 years’ experience in this environment.
Preferred: Above and certification in ICD10AM and project management.
TECHNICAL KNOWLEDGE:
Advanced applied technical knowledge in the areas of data quality checking, generation of reports and accurate data entry skills.
Demonstrated experience in preparing and presenting timely information, reports, submissions, and documentation of a complex and substantial nature.
Demonstrated ability to analyse and interpret data from clinical information systems.
Has demonstrated knowledge in the use of Health related Information Systems.
Demonstrated ability to participate in development of data standards, data definitions, quality standards and documentation standards.
Demonstrated knowledge of Medical Terminology
Demonstrated knowledge of Casemix and ICD10AM/ACHI/ACS
Demonstrated knowledge of project management methodology such as PRINCE2 or PMBOK.
Demonstrated knowledge of sound auditing methodologies and the application to Casemix.
Knowledge or the ability to rapidly acquire knowledge of Microsoft Office applications.

EXPERIENCE:
Minimum: Minimum: 5 years (degree qualified) of experience working in a healthcare environment with Clinical and/or Casemix Classification Systems and Health Information Systems or 10 years same non degree qualified.

Preferred: Above plus 2 years in Project Management.

High standard of English written and verbal. Proficient computer skills.
